1.       Call to Order – The meeting was called to order by the Chairman, Pastor Ernie Lantz.

 

2.        Roll Call – Roll call was taken as reflected above by Elena Hernandez.

 

3.       Consider and act upon approval of the Minutes of June 14, 2002 – Motion was made by Gene Sheppard to approve the minutes as presented and seconded by Elsa Davis.  Motion passed.

 

4.       Citizens to be Heard (Limit to Three Minutes) - None

 

5.       Staff Report – Carol Zernial, Bexar Area Agency on Aging Director reported on the following:

 

§         Statistics on the recent flood and location of area FEMA sites

§         700 participants attended the N4a Conference

§         Board of the Texas Department on Aging approved new funding formula

§         Texas Dentist for Healthy Smiles are no longer accepting new applications

§         Texas Department on Aging’s Client Confidentiality process

§         Reminded BSAC members on the upcoming workshop “Mobilizing the Grassroots and a Voice for an Aging Population” presented by the National Association of Area Agencies on Aging, the Center for Aging Policy through the sponsorship and support of Austin groups for the Elderly and the AAA of the Capital Area to be held on August 15th.

 

6.       Citizen’s Advisory Council Report – Julia Castellano-Hoyt, Representative reported on the following:

 

§         Texas Department on Aging has completed the four-year strategic plan and reiterated the importance of speaking with the local legislative delegation regarding the Prescription Plan.

 

7.       Chairperson’s Report – Pastor Ernie Lantz offered a moment of silence for Fr. J. Willis Langlinais.

 

8.       Subcommittee Status Reports

A.      Access & Assistance – Ms. Suzanne Huber presented the following:

§         Consider and act upon proposed vendor, Supports Without Limits who will provide personal assistance, homemaker and respite – This item was tabled pending additional information. 

§         Aging Texas Well AAA Community Readiness Orientation/Training Grant - $5,000 with a 25% match – Upon consideration, motion was made by Ida Kenny to approve submission.  Motion was seconded by Julia Castellano-Hoyt and passed.

 

B.      Allocations and Monitoring – Mr. Sterling Neuman presented the following:

§         Report on FY02 Monitoring

§         Consider and act upon FY02 year-end re-allocations – Motion was made by Ida Kenny to approve the FY02 year-end reallocations and seconded by Chris Alderete.  Motion passed.  The following members abstained:  City Of San Antonio, Laura Cisneros; Presa Community Center, Ray Foley; Christian Senior Services, Sharon Baughman.

 

C.      Family Caregiver Support Program – Mr. Steve Saldana presented the following:

§         Update on FY02 Expenditures and no action was required

§         Report on statewide initiative with PBS on “And Thou Shalt Honor” which will air on October 10th, 8pm – featuring a 30-minute caregiving segment.

§         Release Request for Proposal for a $120,000 “Capacity Building Grant” – Motion was made to release request for proposal with discussion to possibly select another name for “Capacity Building Grant”.

§         Release Request for FY03 Vendors and anticipate existing vendors will submit a proposal

§         Mr. Saldana referred to a separate handout regarding the Caregiver Program Proposed Vendors FY2002 (copy filed with official minutes) and it was the consensus of the committee to approve such vendors.

§         Mr. Saldana further informed that the Caregiver Program Proposed Vendors for FY02 listed as:  Alta Vista Nursing Center, Southwest Care Center, Paramount Rehabilitation and IHS Medical Center at SA were approved by the AACOG Board and needed to be ratified by the BSAC members.  It was the consensus of BSAC members to ratify as presented.  No further action required.

 

At this time, Suzanne Huber presented the Proposed Vendor for FY2002 that was previously tabled and additional information concerning rates were discussed citing that homemaker services would be provided at a rate of $13.50/hr.; Respite services provided at a rate of $12.00/hr; and Personal Assistance services at $14.50/hr.   With this information, BSAC committee approved Supports Without Limits as a Vendor.  Motion passed, however, there was one opposition.

 

D.      Information, Special Events and VISTA – No report

 

E.       Nominations/Bylaws and Legislative – Ms. Julia Castellano-Hoyt presented the following:

 

§         Consider and act upon proposed By-law change, Article V – Subcommittees, delete Seniors and Lawmen Together (S.A.L.T.) – BSAC members considered and approved the By-law change.  Motion passed.

§         Ms. Zernial further added that a copy of the check in the amount of $2,996.66 was submitted to the SALT Triad Chairman, and completes all of the necessary transactions with the SALT Triad.

 

10.       Informational Items – Ms. Ida Kenny shared with BSAC several letters of support from legislators.  She also reported on the Bexar County/City of San Antonio Senior Citizens Commission stating that there will be several positions available for membership through the County and City of San Antonio.  Ms. Kenny further reported on a Cooperative Agreement between the Louisiana Bureau of Aging and the Louisiana Department of Education in an effort that perhaps this could be performed in our area.  (Copy filed with official minutes)

 

Ms. Laura Cisneros reported that she has working with Carol Zernial and has received the approval and support of the Texas Department on Aging, and that is that the Nutrition Centers be set up a Early Voting sites during that time period.  This would be performed in conjunction with the Bexar County Election Department.

 

Mr. Gene Sheppard reported that Al Notzon would be the tie-breaker on the Bexar County/City of San Antonio Senior Citizens Commission.    Mr. Sheppard was corrected on this stating that Mr. Notzon was not a voting member.  

 

Question was raised regarding the Directory of Services in Bexar County, and Ms. Zernial reported that it is  to be reprinted and if should it be completed by the next BSAC meeting, it will be distributed.
