1. Call to Order - The meeting was called to order by Mr. Jimmy Toubin, Chairperson.
2. Roll Call – Roll call was taken by Ms. Alicia Rodriguez, Secretary.
3. Consider and act upon approval of the Minutes of March 14, 2003 - A motion was made by Ms. Jan Jarosek to approve the minutes as presented. Motion seconded by Ms. Sharon Baughman and passed.
4. Citizens to be Heard (Limit to Three Minutes) - None
5. Staff Report – Carol Zernial, Bexar Area Agency on Aging Director briefed BSAC members on the following:
· Passage of appropriations
· Final edition of the amendment to Wohlgemuth’s 2292 presented to the House Appropriations Committee
· Jones HB3059 which continues TDoA as a separate department and clarifies TDoA as the state unit on aging will be heard in the Human Services Committee on 4/14
· Jones HB493 to preserve TDoA to the year 2013 is in the Calendar Committee and it would help to have co-authors to get it out of Calendars.
· Rebalancing Act – Fed’s would pick up the tab of removing nursing home residents for the first year, then revert to the fed/state formula for the 2nd year. States would have to promise to continue serving the client into the second year; money would follow the person across settings with the purpose of rebalancing the system.
· Texercise Event on 4/19th at Fort Sam Houston sponsored by AARP, Texas Volkssport Association and the TDoA.
· Application for Texas’ Outstanding Older Work is due on 5/30/03
6. Subcommittee Status Reports
A. Access & Assistance – Ms. Suzanne Huber presented the following:
1. Authorization to submit FY04-FY06 Area Plan to the Texas Department on Aging – After consideration, BSAC members recommended favorable review and that the Plan be submitted to the AACOG Planning and Program Committee and to the AACOG Board of Directors for final approval.
2. Permission to release Request for Proposal (RFP) up to $54,000 for Medication Management – After consideration, BSAC members recommended favorable review and this request be submitted to the AACOG Board of Directors for their final approval.
3. Permission to issue Request for Proposal (RFP) up to $12,000 for a Senior Resource Directory – After consideration, BSAC members recommended favorable review and that this request be submitted to the AACOG Board of Directors for final approval.
B. Allocations and Monitoring
1. Consider and act upon FY03 Allocations - After consideration, BSAC members recommended favorable review and that the Allocations be forwarded to the AACOG Board of Directors for final approval. The following members abstained: Sharon Baughman, Blanca Cook rep. Laura Cisneros, Barb Dampman, Ray Foley and Steve Saldana.
2. Permission to release Request for Proposals for the provision of services to older persons for FY04-FY06 – After consideration, BSAC members recommended favorable review and that the request be forwarded to the AACOG Board of Directors for final approval.
C. Family Caregiver Support Program – Mr. Steve Saldana presented the following:
1. Consider and act upon Access & Family Caregiver Support Programs Proposed Vendors – After consideration, BSAC members recommended favorable review and that the Vendors be submitted to the AACOG Board of Directors for their final approval.
D. Information, Special Events and VISTA – Ms. Sharon Baughman presented the following:
1. Consider and act up the AACOG Older American’s Month Resolution proclaiming May 2003 Older American’s Month; Older American’s Month Proclamation (County) and the Ombudsman Day Proclamation. After consideration, BSAC members recommended favorable review and that they be forwarded to the AACOG Board of Directors for final approval.
2. Senior Day Breakfast to be held at the Spanish Governor’s Palace Thursday, May 8th – 8:00 am – 9:00 am
3. Ms. Burma Hyde updated everyone on the Vintage Arts Festival to be held in conjunction with the Coppini Spring Art Show on Sunday, May 18th – 1:00 p.m. – 5:00 p.m.
4. Volunteer Appreciation Celebration to be held at the Leon Springs Dancehall Wednesday, May 7th – 11:00 a.m. – 2:00 p.m.
5. Ms. Carol Zernial reminded BSAC members on the upcoming AACOG 2003 Regional Award Nominations and if anyone had any recommendations, please feel free to submit them to our Community Relations Department.
E. Nominations/Bylaws and Legislative – Ms. Alicia Rodriguez read the names of BSAC members who had not submitted the name of their Alternate. The committee will meet in May to review Alternate member status. No action was necessary.
