1. Call to Order - Mr. Jimmy Toubin, Chairperson called the meeting to order.
2. Roll Call was taken by Ms. Alicia Rodriguez as reflected above.
3. Citizens To Be Heard (Limit to Three Minutes) – None
4. Bexar Area Agency on Aging Director’s Report – Ms. Carol Zernial reported on the following:
§ Expressed appreciation to BSAC members for their attendance at several AAA activities.
§ New website for the Social Security Administration: www.socialsecurity.gov
§ Tax cuts are still a large threat and anticipate to have a significant impact on Human Services; 2004 Presidents’ Budget calls for a 1.7% decrease in the Administration on Aging budget
§ Under Medicaid, the House elected not to plan for a $265 billion decrease in Medicaid over the next 10 years; Medicaid Block Grant is still active; however, the Governors’ are being very vocal about preserving the federal medical assistance percentage where for every Medicaid dollar that the state puts in, they draw down at least one federal dollar.
§ On House Bill 1 and Senate Bill 1 that has all the cuts in Medicaid has passed vote and is going to Conference Committee. Referred BSAC members to the Comparison of House and Senate funding for DHS Programs as well as the Senate Conferees list. Ms. Zernial informed that these Medicaid cuts will go into effect unless something happens and urged BSAC members to contact the elected officials.
§ Still discussion on changing the function scores, not only are the funds going to be cut but the scores will be modified that make people eligible for Medicaid and a chart that has an analysis. Also circulated a copy of all the Riders on other Bills.
§ Referred BSAC members to an E.P.A. Drop Age Based Cost Studies
5. Consider and act upon approval of the Minutes of April 11, 2003 – Upon correction to delete Ms. Nancy Rheams from the Members Excused section, motion was made to approve the minutes as presented.
6. Chairperson’s Report - Mr. Jimmy Toubin thanked Ms. Sharon Baughman, Chairperson of the Special Events Committee and committee members for the excellent Senior Breakfast held at the Spanish Governor’s Palace. Also, one of BSAC members, Ms. Ida Kenny received the 2003 Outstanding Senior of the Year Award. Mr. Toubin further commented on the recent death of Ms. Julia Castellano-Hoyt’s mother and a sympathy card was distributed.
7. Subcommittee Status Reports
A. Access & Assistance – Ms. Suzanne Huber referred committee members to the Summary included with the BSAC mailed and asked for approval of the following:
1. Ratification of FY04-FY06 Area Plan submitted to the Texas Department on Aging – Ms. Zernial reported that there were several Needs Assessments conducted in 1999, 2000 and A& M Aging Texas Well Study in 2003 and the Joint City/County Commission on Elderly Affairs who held public hearings throughout the City this year for inclusion in the Area Plan. Ms. Zernial asked for any last comments anyone might have today for consideration, and further stated that it will be posted on the AACOG website. Upon consideration, motion was seconded by Chris Alderete. Motion passed.
B. Allocations and Monitoring – Mr. Sterling Neuman presented the following:
1. Consider and act upon FY03 Carry-over Funds in the amount of $97,012 and the FY2003 Proposed Allocations - Upon consideration, motion was seconded by Ida Kenny. Motion passed. The following BSAC members abstained: Sue Ackerman, Laura Cisneros, Ray Foley.
2. Consider and act upon Third Allocation of FY03 USDA Funds in the amount of $234,517. Upon consideration, motion was seconded by Ms. Ida Kenny. Motion passed. The following BSAC members abstained: Sue Ackerman, Christian Senior Services, and Laura Cisneros, City of San Antonio.
C. Family Caregiver Support Program – Mr. Steve Saldana reported that the committee continues to review the method in which funds are allocated to vendors. Rates are currently being reviewed in an effort to obtain the most vendor service for the funds being distributed. Mr. Saldana referred BSAC members to the FY2003 Proposed Caregiver Budget and the committee recommends approval as distributed. Mr. Lewis Marshall seconded. No further discussion, motion passed. Mr. Steve Saldana, Chris Alderete, Nancy Rheams and Suzanne Huber abstained.
D. Information, Special Events and VISTA
1. Update on Older American’s Month Activities – Ms. Chris Alderete thanked the following:
· Ms. Sharon Baughman for her leadership of this committee
· Ms. Jan Jarosek for hosting a working lunch at the Incarnate Word Retirement Center
· Ms. Laura Cisneros and the City of San Antonio for the support and wonderful Choir
· Ms. Elsa Davis and Heartwise Home Health and Salado Creek for their sponsorship
· Ms. Alicia Rodriguez, Ms. Gloria Arriaga, Ms. Mary Will, Ms. Carol Zernial and Ms. Elena Hernandez for their assistance.
· The Medical Team for sponsorship of the Breakfast.
· Ms. Emma Bedoy for the pastries
E. Nominations/Bylaws and Legislative – Mr. Lewis Marshall presented the following:
1. Consideration of Alternate Membership (Official copy filed with Minutes). Recommendation: Favorable Review
2. Encouraged BSAC members to contact local elected officials regarding the impact of the proposed Bills
10. Informational Items – Ms. Carol Zernial reminded everyone about the upcoming Vintage Arts Festival at the Coppini Academy of Fine Arts. Ms. Laura Cisneros flyers regarding the personal Care Related Emergency Assistance for Elderly and Disabled as well as the Annual Jamaica to be held on 5/23/2003 at Rosedale Park. A flyer was distributed regarding the Not Forgotten Coalition’s Senior Forums.
